Governance and Policy

The regional council (RC) consists of representatives of the Member Associations as being volunteers duly elected in the responsible bodies of those associations. A full member association is represented in the Regional Council by four Members at the most. 

The following conditions are applied to the representation:

  • at least 50% of the representatives are women,
  • a young male or female, less than 25 years old should be among the representatives when selected for the Council’s membership

The RC performs the tasks delegated to it by the IPPF bylaws; its tasks include the followings:

  • Developing relationships, and supporting cooperation, and coordinating among the member associations in the  region in order to achieve the goals of the IPPF and the region, 
  • Developing and strengthening relationships with the IPPF’s bodies and its associations on the regional and international levels for the purpose of cooperation and exchange of information and expertise, 
  • Submitting proposals to the Central Bodies about developing the IPPF’s policies and improving its performance, and to ensure that their decisions are implemented by the Region’s Bodies and associations. 
  • Approving work plans, management and financial reports, and the recommendations submitted to it by the Executive Committee, 
  • Reporting to Central Bodies,
    ensuring that sound stewardship of the Region’s funds is in place in accordance with the IPPF’s financial policies and proposing effective measures for controlling expenditure,
  • Supporting the member associations in their defence of the goals of the IPPF and the Region, and following-up the implementation of the Council’s decisions,
  • Approving proposals to amend the constitution and bylaws and submitting  recommendations in this regard to the Governing Council,
  • Electing the Council’s Chairperson, the members of its emergent bodies, and its representatives to the Governing Council,
  • Recommending the approval of  associate memberships, and proposing granting the status of full membership to  associations in the Region,
  • Recommending  opening of field offices in one or more of the region countries, and 
  • Proposing venues and dates of its meetings.

The RC has a Chairperson who is elected by the Council members. The current RC chairperson is Dr Moncef Ben Brahim, president of the Association Tunisienne de la Santé de la Reproduction.
The regional council elects a regional executive committee, which oversees the programmes.

The Executive Committee comprises seven members of whom at least 50% are women and who are all elected by the Regional Council to the following posts:

Committee’s Chairperson and Committee Vice-Chairperson, Treasurer and Vice-Treasurer, and three members. They have three meetings per year, one of which is held immediately before the Regional Council’s meeting.

These bodies may hold other meetings, if necessary, according to the provisions stated in the IPPF’s bylaws.

The Executive Committee performs the following tasks:

  • taking necessary measures to run the work of the Region’s bodies between Council’s meetings and following-up the implementation of its decisions,
  • examining and discussing all issues indicated by the Regional and Central bodies and taking the relevant appropriate decisions and informing the Council of them in the first meeting held afterwards,
  • approving all Regional documents including work plans, management and financial reports before presenting them to the Council, 
  • forming work groups or specialized committees for examining the issues that require specialist expertise within the Region provided that unrestricted funds are not to be used for this purpose, 
  • proposing to the council names of members of periodical committees and names of members of election committee at the time of Regional elections, and
  • Determining the time and venue of the Council’s meeting and the time and venue of its periodical meetings.

The elected members of the regional executive committee are:

2. Ms. Faiza Zalatimo: (Palestinian family planning & protection association), vice chairperson regional executive committee

3. Prof. Said Badri Kabouya: (Association Algerienne pour la Planification familiale) Regional Treasurer

4. Dr. Latifa Jamai : Association Marocaine de Planification Familiale Deputy Regional Treasurer

5. Mrs. Akila Abd El Hamid El Gibaly El Toukhy :(Egyptian Family Planning Association) Member

6. Dr. Waqar Al-Kubaisy : (Egyptian Family Planning Association),Member

7. Dr. Dina Ahmed Najjar: (Bahrain reproductive health and family planning association) Member
